Installation Step 3 Nothing Happens

I have successfully uploaded the files and have requested the correct permissions with my webhost. Still, when I attempt to install I get to Step 3, Administration details and it seems to stop. The web page is there, the menu and header appear but the rest is blank. http://206.67.52.163/working/install.php?step=3

Anybody have any idea where I may have made a mistake?

I am 99.9 % sure that this is an issue with the file and folder permissions.

The bug which is happening here is a minor one.

* Recursively (directory + it's contents) CHMOD (Access Permissions) "/pages/" in the root folder to 777.


This bug will probably reoccur later if the following steps are not taken:

* Recursively (directory + it's contents) CHMOD (Access Permissions) "/admin/pages/" in the root folder to 777.
* Recursively (directory + it's contents) CHMOD (Access Permissions) "/files/" in the root folder to 777.
* Recursively (directory + it's contents) CHMOD (Access Permissions) "/install.php" in the root folder to 777.


or

* Recursively (directory + it's contents) CHMOD (Access Permissions) EVERYTHING to 777 - may take a while.... (Not Recommended for the paraniod)

Well this is a windows server, I had my host change permissions on the files you named but it still doesn't work.

The only other likely reason would be that a file was missing, - or the version of php is below 4.
